| The need is clear, the science is outstanding and the technology compelling. So why has agricultural biotechnology so far failed to deliver products that will assist the poorest nations to achieve food security? The answer has less to do with the technology itself than with the regulatory infrastructure's struggle to come to grips with the implications of new technology. A tiny number of market-ready products sparked a frenzy of overlapping standard setting, rule making and trade measures, making it difficult or impossible for many developing country governments to assess where their best interests lie. As the dust settles, the victim may be the very technology that offered hope for a sustainable, secure and economically viable future. |
