Some Things Can't Be Measured - New Changes to the Poison Prevention Packaging Act in the US

The question posed by Ann Brown, Chairperson of the US Consumer Product Safety Commission, puts into perspective the significant new changes to the Poison Prevention Packaging Act (PPPA): "Isn't a child's life worth two cents?" As Ann Brown has eloquently implied, the market will have to absorb the cost of about a penny or two per product to accommodate these changes. Effective from 25th October 2002, revisions to the PPPA will protect children from the accidental ingestion of products that contain hydrocarbons.


Hydrocarbons are defined as compounds that consist solely of carbon and hydrogen. Specifically, products affected are those that contain 10 per cent or more hydrocarbons by weight and are 'watery' (have viscosity of less than 100 Saybolt Universal Seconds [SUS] at 100єF). These pose the threat of aspiration pneumonia, a serious condition that can result in irreversible lung damage, permanent disability and even death. Thicker products are exempt because they are not likely to be aspirated.

The danger hydrocarbons pose to children is evident in the numbers cited by the Consumer Product Safety Commission (CPSC). Their records show that between 1997 and 1999, there were 6,400 emergency room visits in the US involving children aged five and under who had ingested products that frequently contain hydrocarbons that can pose an aspiration hazard. Records from the American Association of Poison Control Centers show that between 1993 and 1999 there were more than 11,000 potential aspiration exposures among children to hydrocarbon-containing products.
